I believe the Japanese release is end of July, so w/ shipping via SAL parcel should arrive by the time Amazon gets their inventory in stock. Interesting note in the Amazon page, indicating that the item is distributed by authorized Bandai retailer for and within U.S./Canada. In other words, Amazon will not honor pre-orders to shipping addresses beyond U.S. and Canada. Therefore, if you happen to have a few hundred bucks in amazon payment/gift balance, you could probably pre-order a handful from Amazon, and resell on ebay to overseas buyers through the Global Shipping Program.

With ebay, it certainly IS a major risk, particularly after 45 days have passed after payment. You COULD get a chargeback if you used credit card to fund the purchase, but it's a hassle.
with amazon, right now the listing has amazon as the seller. So if they don't get their stock from Blue Fin (Bandai distributor for North America) then amazon could easily refund your money as store credit. If you pre-order w/ amazon, at least you're locked-in with the price, and immune from price increases.
I've seen, for example, Maokyu GSC figure (the demon queen doing a curtsy) go for $60 at first release in NA, and then jacked up to 80+ for the reprint. Bandai is not known for re-releasing figures, or else they would have done it for the original Blue Tears rather than release the Gunner version.
